When A Tax Collector Sues For Vehicle Property Tax, What Does The Complaint Have To Allege?

A web user asks, For example, does it have to allege that the vehicle was garaged in the jurisdiction of the tax? Or does it just have to allege that the tax collector has reason to believe that the tax is owed and unpaid, without going into details such as what reason the tax collector has for such beliefs?
