Do I need to declare canadian tax return amount as an income in US?

A web user asks, I worked in canada in Year-2004 for which I received tax return of $3000 in the year 2007 in California,US(where I work now). do I need to file this value as the foreign income while declaring the tax in USA?

Can you help them out? Post your advice!

    Only if you took a deduction for Canadian taxes paid on a previous US tax return — which you probably didn’t.
