Transferring a personal loan to another bank?

A web user asks, I have a personal loan with a 14,000 balance and a %15.00 percent interest rate. I have average to good credit. I would like to transfer that personal loan to another credit union or lender. What banks or credit unions offer lower interest rates (around 10%) on personal loans? What is the best process of accomplishing this. Thanks.
