What is the best credit card for a first time user to credit?

A web user asks, Im looking for the best credit card. Im new to credit and never had a credit card before and im 23.

I want a really good credit card that wont get me into troble. I need a credit card so i can pay bills when i move out at the end of Jan.

I want a low interest and a 0% apr for 12 months if possible

Any advice?
OH AND NO ANNUAL FEES
