Can finance companies blacklist you?

A web user asks, My partner took out a loan with a finance company about 10 years ago that was eventually defaulted. The default has been removed from his credit file but we were wondering if they could have it on their own records and use it to decline another loan if he were to apply again.

Can you help them out? Post your advice!
