How to invest from the usa to a foreign country?

A web user asks, What would it take to invest in a foreign country from the US? How about to create a company that will invest in a foreign market but the funds will come from people in the US? Ex. I live in the us and I create a company that will collect money to invest in a market in Egypt. How would I go about creating the company and/or investing in a company that already exists? What are the rules and regulations with regards to being taxed and stuff? If I just give away the money to a foreign country would that be considered investing and would I have to pay taxes on it? Where would I be able to get more info on this? Thanks!
