Best website where to start investing and buying stocks?

A web user asks, What is the best website where can I start investing and buying stock with small amounts of money + registering is free to start building my “money roll”? I mean lets say that I have 50$ and I wanna buy some company stocks at $0.13. So I will buy 400 shares with $0.13 and then I will sell at $0.40 etc.

Can you help them out? Post your advice!
