Can I cash a government check that was issued in a different state?

A web user asks, It is a government issued check for North Carolina..
I just moved to Oklahoma and I don’t have a bank account but I need to cash this check? Will I be able to cash it at a convenience store or maybe a check cashing place?

Can you help them out? Post your advice!
